Supporting innovative start-ups: the 28th regime

MEPs will discuss with Commissioner Michael McGrath their proposals for a “28th regime” for EU companies, in other words new harmonised rules tailored to small and medium-sized companies, startups and scaleups, designed to support innovation and competitiveness across national borders. They are expected to call for a new corporate form, the Unified European Company, that can be registered digitally within 48 hours in any EU country. Parliament will vote tomorrow at noon on a report intended to feed into a Commission proposal on the subject expected in the spring.

Tackling shortages in critical medicines

From around 18.30, MEPs and Commissioner Costas Kadis will be discussing a draft regulation that seeks to reduce the EU’s dependency on third countries for critical medicines (such as antibiotics, insulin, vaccines, and medicines for chronic diseases) and to boost the competitiveness of the pharmaceutical sector. MEPs will vote tomorrow on their position for talks with the member states.

Motion of censure

Following the tabling of a motion of censure against the European Commission, there will be a plenary debate from around 20.00. A speaker supporting the motion will take the floor first, followed by Commissioner Maroš Šefčovič and one round of political group speakers. The vote, by roll call, will take place on Thursday. To be adopted, a motion must secure a two-thirds majority of the votes cast, representing a majority of the component members.

In brief

Protecting workers. At around 19.00, MEPs and Commissioner Hadja Lahbib will discuss a draft report with recommendations to the Commission for a directive on securing a just green and digital transition. They will vote on the report tomorrow.

National and Regional Partnership Fund. Away from the hemicycle, three Commissioners (Fitto, Serafin and Hansen) will be attending a joint meeting of the Committees on Budgets, on Regional Development, and on Agriculture and Rural Development from 19.30. MEPs will be quizzing them on the Commission’s proposal for a European fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security (NRP Fund) under the EU’s 2028-2034 long-term budget.
