Air passenger rights
Parliament is set to confirm at noon the first update to the air passenger rights regulation since 2004. Parliament’s negotiating team resisted a push to weaken air passengers’ rights when flights are delayed or cancelled, while securing improvements to the rights of disabled passengers and parents travelling with children. A press conference with Andrey Novakov (EPP, BG), rapporteur, and Virginijus Sinkevičius (Greens/EFA, LT), vice-chair of the Committee on Transport and Tourism is scheduled at 14.00.

Irish presidency of the Council
Taoiseach Micheál Martin will present Ireland’s Council presidency priorities to plenary in a debate with Commissioner Maroš Šefčovič starting at 10.30. Under the banner “Strength with Unity”, Ireland is focusing on three policy pillars: competitiveness, values, and security. Reaching agreement on the EU’s long-term budget for 2028 to 2034 will be an overarching priority. A press conference with Micheál Martin and Parliament’s president Roberta Metsola will take place at 13.00.

Enlargement: Ukraine, Moldova, Serbia
Three consecutive debates with Enlargement Commissioner Marta Kos on the accession pathways of Ukraine, Moldova and Serbia start at 16.30. First in line is Ukraine, followed by Moldova at 18.30 and ending with Serbia at 19.30. Parliament will vote on its respective reports tomorrow at noon. Press conferences with the standing rapporteurs for Serbia and Moldova will follow the votes.

EU-Mexico partnership
Before voting tomorrow, MEPs and Commissioner Maroš Šefčovič will debate two agreements paving the way for closer political ties and expanded trade between the EU and Mexico. The EU-Mexico modernised global agreement (MGA) will replace the current framework, in place since 2000. The interim trade agreement (iTA), would allow for the updated trade arrangements to apply earlier and expire once the MGA fully enters into force. A press conference with the rapporteurs will take place tomorrow after the votes.

In brief
Automotive sector. MEPs start the day at 9.00 with a debate with Commission executive vice-president Stéphane Séjouné on the need for urgent measures to strengthen the automotive sector’s competitiveness and safeguard quality jobs.
Cybersecurity and AI. MEPs will quiz Commission executive vice-president Henna Virkkunen on the Commission’s brand new cybersecurity and AI action plan in a scrutiny session starting at 15.00.
Social security coordination. An informal agreement on new rules to ensure access to social security for EU citizens living or working in another EU country will be put to a vote at noon. A press conference with rapporteur Gabriele Bischoff (S&D, DE) is scheduled at 15.00.
Fertiliser prices. At noon, Parliament is set to adopt changes to the common agricultural policy rules proposed by the Commission to help farmers affected by the rising costs of fertilisers.
Compliance of ESN party with EU values. Parliament will also vote on whether to request the Authority for European Political Parties and European Political Foundations to verify whether Europe of Sovereign Nations political party complies with EU values.
ePrivacy derogation to detect child sexual abuse. In a vote at noon, MEPs will decide whether to apply the urgent procedure to a proposal to reinstate a derogation to the ePrivacy Directive to allow internet platforms to detect child sexual abuse. If agreed, the vote on the substance of the proposal will take place later this week.

At noon, MEPs will also vote, among others, on:
- mobilisation of the European Union Solidarity Fund for Spain, Romania and Cyprus with regard to natural disasters in 2025;
- whether to extend the term of office of the Special Committee on the Housing Crisis in the EU, and adjust its responsibilities;
- whether to waive the immunity of Klára Dobrev (S&D, HU);
- proposals for a coherent tax framework for the EU’s financial sector;
- an own-initiative report on digital assets and the challenges they pose for the EU’s financial system;
- the 2025 annual report on the financial activities of the European Investment Bank Group;
- a recommendation on the changing geopolitical situation in East Asia and the need for closer cooperation with like-minded partners in the region; and
- an own-initiative report on a new strategy for media literacy and digital learning.
