The bloc’s 27 leaders were due to discuss migration during a special session on Thursday requested by Meloni and Frederiksen following a tense back-and-forth with Spanish Prime Minister Pedro Sánchez in June.
Tensions have risen further after Spain’s Ceuta exclave was overwhelmed by migrants during the summer and as far-right parties have made gains around the bloc.
The draft also “calls the Commission to explore [a] possible consultation mechanism to encourage coordination on national measures potentially affecting other Member States while respecting national competencies.”
While the last phrase does not name any one country, Sánchez has clashed with Meloni over his handling of the Ceuta migration crisis as well as Spanish measures to regularize around 1 million migrants.
However, language discussing the impact of migration on social housing was removed from the draft over concerns that it could be perceived as provocative toward Spain.
One of the diplomats — who, like the others, was granted anonymity to discuss confidential information — said the updated draft was unlikely to win unanimous support from all the leaders, but had been proposed to bring the language closer in line with political sentiment and spark debate.
