The State Secretariat for Migration decided this and justified it with the protests in Iran and their brutal suppression by the regime.

The State Secretariat for Migration (SEM) made the decision on January 13th, as SEM spokesman Daniel Bach confirmed to the Keystone-SDA news agency a report from the Swiss radio and television SRF on Sunday. Positive asylum decisions and negative decisions ordering temporary admission can therefore continue to be issued.
The situation in Iran has been uncertain and difficult to assess since the protests that began on December 28th, said Bach. The SEM is currently not ordering deportation to Iran for asylum applications that have already been negatively decided. And there are currently no repatriations planned.
According to Bach, applicants who are criminals or who pose a threat to the internal or external security of Switzerland are exempt from this change in practice. The execution of expulsions will continue to be examined here. (sda)
