Russia launched a large-scale attack on Ukraine’s capital, setting apartment buildings ablaze and killing at least four people, Kyiv’s mayor said on Friday, after Moscow rejected a proposed post-war peacekeeping plan. Ukraine and its Western allies agreed this week that European troops would deploy following any ceasefire, as the war nears its fourth year.
