On 18 March 2026, DG DEFIS and EEAS hosted the 6th meeting of STM subgroup 1 on civilian and military STM requirements. They presented the final report of civilian and military STM requirements, gathered from the extensive replies of, valuable contributions from and insightful discussions with EU operators in STM subgroup 1 over the past two years. Operators confirmed that the final report adequately reflects their needs in operating in an increasingly congested space.
The aggregated civilian and military STM requirements established in this group are gathered by operators primarily for operators. They inform a range of EU policy initiatives making sure that operators’ needs are taken into account in upcoming EU actions.
Next steps for the civilian and military STM requirements include 1) obtaining agreement from EU civilian and military operators on the final report, 2) publishing an Executive Summary of the final report, and 3) exploring options to put operator needs and requirements into practice. DG DEFIS and EEAS will continue the close dialogue with EU operators to implement their requirements and to keep an eye on future requirements as the space domain evolves.
Background
STM subgroup 1, co-chaired by DG DEFIS and EEAS, gathers representatives from EU and Norwegian civilian space operators and the European Defence Agency aggregating the views of EU military operators. STM subgroup 1 helps implement the first avenue on “assessing STM requirements and impacts for the EU” of the Joint Communication on an EU approach to STM.
