Britain’s embattled Prime Minister Boris Johnson was clinging to power on Wednesday, with support seeping away, badly wounded by the resignation of a stream of senior colleagues who said he was not fit to govern. But Johnson, speaking at his weekly political questions, insisted he “had a plan” and said the government would “continue to deliver”.
